The Berkeley City Council’s special meeting is focused almost entirely on the city’s next two-year budget. Council is expected to decide whether to adopt Berkeley’s FY 2027–2028 biennial budget along with the city’s five-year Capital Improvement Program, which sets funding priorities for infrastructure and major capital projects through 2031. Council will also take up the FY 2027 Annual Appropriations Ordinance, the legal spending plan for the coming fiscal year, totaling about $916.8 million in gross appropriations. The budget action also includes authorization for the city manager to provide advances to community organizations receiving city funds in FY 2027.
